The councillors of the Town of Carlyle met on Wednesday, July 2, to address numerous topics surrounding the community.
Cornerstone Community Planning update
The Cornerstone Community Planning Group had a meeting on June 26. Here they talked about a possible water service agreement between the R.M. and the town. The Chair of the Weyburn Utility Board was at the Community Planning meeting to explain how they operate. The City of Weyburn provides the Utility Board with water and the Utility Board distributes this to customers. Consumers must pay $20,000 to the Utility Board for hook up and a $5,000 fee to the city for a development fee. Consumers then pay their monthly bill of how much water they consumed.
This situation seems similar to what Carlyle and the R.M. would be looking at in the future and will be contemplated further.
Also at the Community Planning meeting there was a review of the recreation and cultural services, with potential cost sharing discussed for capital projects. They still have to decide on the potential parameters around this.
Funding for the cemetery was discussed and the way the R.M. calculates it was agreed upon. The R.M. takes into account population in its formula.
Drainage
Further discussion of the drainage ditch south of Carlyle was addressed. Carlyle Contracting was given the tender. A meeting is also to be scheduled between a Lions Representative, a councillor, Peter Robertson with the town, and Rick DeGeer with Carlyle Contracting.
In relation to the drainage ditch, the Carlyle and District Lions had a meeting. They have asked the Town to replace any trees that they will need to take out around the campground area. This was agreed upon by council.
Staff Sergeant
The Staff Sergeant of the Carlyle detachment of the RCMP attended the town meeting. He explained that in August they will be holding a traffic blitz.
The councillors asked the Staff Sergeant to concentrate on speeding along Carlyle Ave. as well as watching for quads and dirt bikes along Coteau Ave.
Regens Disposal
Regens Disposal made council aware that there would be a rate increase for their services. This means the town's rates will increase per household as well. This is the first time they have increased their rates since starting for the town in 2009.
Ramp at transfer station
A request for a quote regarding a ramp at the transfer station site was discussed. This will help with people no longer having to pitch their garbage in from below.
Paperless meetings
The pro's and con's of paperless meetings were discussed. This developed from a presentation the town's Chief Administrator Officer, Huguette Lutz, had at the end of June. Council will consider this in the future, but it is not a priority this year as it was not budgeted for.
Town survey
A survey will be sent out at the end of September with the water bills. It has been approximately two years in September since the last survey and the town simply likes to get an idea of what's happening in town, the general feeling of the citizens, and what they perceive to be good or in need of improvement.
