Vision released for the Scarth Street Mall

City of Regina seeks input from public about Scarth Street plans.

A look at the vision being floated for what the Scarth Street Mall should look like in the future.

REGINA - A proposed vision and conceptual design for Scarth Street Mall has been released to the public.

That vision is now up on the City of Regina website. The goal is for residents to see for themselves the proposal for the downtown pedestrian corridor located between 11th and 12th Ave. in front of Cornwall Centre, and provide input.

There has been considerable discussion about whether the corridor ought to remain pedestrian-only or whether it should be opened up for traffic. Already a “What We Heard” Report has been released by the city, which it says “highlights additional aspirations shared by residents” from the public consultations that have already have taken place. Highlights from that report include the following:

Keeping the Scarth Street Mall pedestrian-only,

More events and activities for all ages,

Enhanced safety and cleanliness,

Increased support for local businesses,

More vibrant gathering spaces with public art,

Improved accessibility for people of all ages and abilities.

The conceptual design, posted on the City’s website, “sets the direction for the future revitalization of Scarth Street Mall and identifies key elements, their approximate location, and the overall layout of the space.” 

According to the city's website, the elements considered include connectivity between the public mall area and surrounding buildings; flexible spaces for events and activities and fixed spaces with trees, public art, and a variety of seating; features to increase safety and comfort including additional lighting and greenery; permanent and seasonal installations to support cultural expression and enhance programming opportunities; and inclusive and accessible design features to ensure all visitors feel welcome.

With the proposed vision for Scarth Street now up on, residents are being invited to give their thoughts using the guestbook tool on the BeHeard Regina page. 

The public is being urged to go to Regina.ca/Scarth to see the vision and conceptual design being presented, and provide feedback by Feb. 4.

The city says in a statement that the final design will continue to be refined, as the project progresses to construction in 2027.
