RCMP

• We had4 false alarms, one apparently caused by the furnacekicking in and moving a plant whichset off the motion sensor, another was due to an employeesetting off the alarm accidentally and the third was caused by a door not being secure and being blown by the strong winds. The last one, well, really we are tired of the false alarms and tired of trying to justify or rationalize them. Please update your key holder information and ensure all employees are aware of thealarm and the alarm code. 911 hang ups are becoming more of a concern being it is more challenging tracking down a cell phone. With technology we can often narrow it down to a residence but without cooperation we can not always find the phone.

• Members also dealt with mental health, child welfare and several files where we assisted other agencies in serving documents, monitoring individuals or trying to locate individuals who may be wanted.

• Members responded to a report of an individual upset over not getting what they wanted and because of that they layed down in a facility and refused to leave. We also responded to an incident where another individual was not getting their way and had a melt down on a front yard of a residence. The second one involved a youth and well, after a talk by the Member things worked out. Sadly the first one was an adult that was acting like a child. What can we say beyond we attended and worked toward a resolution.

• Fraud continues to be a concern. Would you believe I had a call on my RCMP phone advising me that I had been involved in money laundering. It was not even a real person, rather a robo call. I like it better when it is a real person so I can hang up on a real person rather than a computer. Remember, these individuals are professionals.

• If they want your personal information, don’t give it to them. If they want money so you can get more money don’t do it. I am sure we all have a lottery ticket somewhere that we forgot about, or a rich family member, but the chances are astronomical that you are going to have to pay money to get money.

• Some people fight and argue and should split up. Others fight and argue after they split up. Often the Police get involved and we can only shake our head and wonder “why” are we involved, “what” are we expected to do, “when” will we understand why we are there and “who” if anyone is being responsible or realistic. That covers the 5 W’s. Then it is left to wonder “how” to write up the file.

• Members responded to a fight between three individuals. Everyone was intoxicated and fortunately Members were able to locate a sober responsible individual to take care of the children that were present while Members tried to sort out what transpired. No charges were forthcoming and it is hoped that everyone has learned to try and get along better when consuming alcohol.

• We had a report of an individual going to the doors of several residences looking for help. Several calls were received including allegations of an assault with a weapon. Patrols were made immediately and one individual was arrested and when searched they were found to have a steak knife in their pocket. The Police had already been looking for this individual being they had failed to comply with their release conditions the night before. They were charged for possessing a weapon for a dangerous purpose and many breach related charges including having possession of the knife other than when eating. Yes that is a condition that is placed on some people. This individual remains in custody.

• We would like to thank our local Pharmacy who have often provided us on insight as to what drugs we are finding and there purpose as well as to take extra medications we seize and dispose of them in the proper manner. Like we always say it takes a community.

• We had a report of an individual selling electronics from a vehicle. We located the individual and everything appeared to be legal, with the exception that they did not have a business permit. We did suggest they leave town due to that reason. All I can say is I would not be purchasing items from a van. Any time the deal is too good to be true it is likely too good to be true. You can not guarantee the quality, you get no warranty and you can not even guarantee that there may not be health concerns being often the product was not constructed in a proper manner. Again, buyer beware.

• If you are wanted by the Police and you think you can just move to another community and nobody will be the wiser, well, you are wrong. We assist other Police agencies and they assist us. In addition if you have a warrant it goes on a national database. We never give up looking for you.

• This week we assisted Moose Jaw Police in looking for a wanted person, assisted Provincial Corrections in looking for a subject that failed to comply with their release conditions and monitored another individual who is on early release.

• Members were monitoring several individuals for compliance of their release conditions and discovered one individual not complying due to consumption of alcohol. They were arrested and remanded in custody. Another occupant of the residence who was also intoxicated was lodged until sober. They had warrants from another Province and at this time the other Province does not want them back.

• An individual was reported intoxicated on a roadway acting in a manner which may result in a collision. A patrol was made and the individual was determined to be safe at home. They were spoken to and warned about their behaviour.

• A Member stopped an individual for speeding and determined that the driver was impaired. The driver was arrested and subsequently provided samples of 220 and 210 mg%. They were released to a sober responsible family member.

• An individual was reported to have driven off the road and a witness called the RCMP to report they suspected the driver was impaired. Upon arrival of the RCMP an empty beer bottle was located beside the driver’s door, a further partial beer was in the cup holder and two full and another two empties were found on the passenger floor. The driver was passed out and had to be woken by the Members. The driver was subsequently arrested and provided samples of their breath at the Detachment with the results being 190 and 180 mg%. They were released to a sober responsible family member after being charged for the impaired related offences and the liquor in the vehicle.

• We had a report of a large piece of farm machinery operating without lights. Folks, we know how tough farming can be, however, having someone drive into your equipment because you are trying to save time and not move it properly is definitely counter productive. Please be safe out there.

• A prisoner was transported to Estevan for court on Monday and found out they were going to have to come back to court in Carlyle on Wednesday and did not want to. They therefore vandalized the cell block in Estevan and were charged and got to have their way. The individual remained in Estevan cells for court their point on Thursday. A tough way to get what you want but it worked.

• We had a report of an individual standing in the middle of the highway. A patrol was made, however, someone either picked the individual up, or the individual determined their actions were non productive and moved.

• You may wonder if we have better things to do than deal with parking complaints. I can confirm that we do. That said we are human and we get annoyed just like everyone else when it has to do with those that ignore some common principles. If your vehicle prevents others from travelling down a back alley you need to move. If your vehicle is stopped, even if you are in the vehicle and your vehicle is in a yellow zone, or your vehicle is in front of a fire hydrant........you need to move it. We don’t want to give out tickets for parking offences but we are able to do so if the behaviour does not change. I have done so in the past and I will do so again.

• Members dealt with a couple collisions. One individual drove into the ditch and another drove into amedian. No tickets were issued, however, warnings were provided.

• One of our Members discovered the effects of black ice and ended up in the ditch and required a tow. This was a good learning experience. What I have learned over the years is those that originate from the city have a greater adjustment to rural driving than many would expect.

• Members issued approximately45 tickets and50 warnings over the past week.

• Tickets were issued for no insurance - $580, fail to stop at a stop sign - $230, inadequate mudflaps or fenders - $115, no seatbelt - $175, driving while suspended (Court), fail to display licence plate - $100, open liquor in a vehicle - $360, use licence plate on wrong vehicle -$175, fail to have a drivers licence - $150, drive left of centre -$150, fail to produce a drivers licence - $100, operate a vehicle without a subsisting inspection certificate - $90, and the most expensive speeding tickets were for $284, $320, $530and $562.

• Warnings were issued for drive with undue care and attention, fail to stop at a stop sign, inadequate windshield, obstructed licence plate, loose cargo, fail to wear a seatbelt, fail to produce a drivers licence, fail to produce registration, inadequate headlamps, inadequate mudflaps or fenders, no insurance, drive left of centre, fail to use signal lights, inadequate head lamps and speeding.

• Inspection notices were issued for window tint, inadequate tail lights, inadequate day time running lights, inadequate windshield, and remove licence plate cover.
