• Another year is over and Carlyle Detachment is hoping everyone has a productive New Year and productive and successful decade. 

            • My spouse just reminded me that just over 20 years ago Y2K was a major concern. I remember patrolling the #1 Highway in southern Alberta and there were no semi trucks on the highway, there were no trains rolling on the rails and it was eerily quiet, yet we had all kinds of extra Members working, some who had to order new uniform kit being they had not worked general duty for over a decade. These Members stuck out, crisp new jackets, black boots - it was quite a site. A couple decades later and there are many that don't know anything about Y2K.

            Many "parents" are aware their under age children consume liquor. We just wish to ensure everyone is aware that the law states an individual must be 19 or over to legally consume liquor in Saskatchewan. The only exception is a parent can permit their underage child to consume liquor in their own house, not another individual’s house, just their own house. You cannot legally permit your child or another person’s child to consume liquor in any other home but their own. If you provide your child that liquor you are committing an offence. We are realists and know youth will consume liquor, however, we also wish to remind individuals that there is civil liability when you permit others to illegally consume liquor on your property. As a society we have changed and we must continue to change. Just because "we use to" and "when I was younger we did it" does not mean it was right then and it is not right now. Let your kids be kids while they can. They will hopefully have many years to be adults. In addition, I think a thousand dollar fine for providing liquor to a minor may be a small deterrent.

            • We responded to 3 false alarms and several Mental Health and Child Welfare calls.

            • Members responded to a 911 hang-up from a payphone. Patrols were made and we could not find a payphone anywhere in the area of the call. I am sure there are still some payphones out there, but not many. There is definitely not one where the call allegedly came from.

            • Several 911 calls were received from a cell phone. A patrol was made and Members are confident they located the residence the calls were coming from, however, none of the intoxicated occupants admitted to calling 911. We never found the phone, however, the calls stopped. We are mandated to respond to every 911 call and incidents like this tend to be a waste of the 911 operators time, our dispatchers time and the time of the Members.

            • We are investigating a domestic assault, and had another assault which also involved property damage and a possible impaired driver, however, we do not suspect we will be laying any charges at this time.

            • A confrontation at a residence resulted in a call to the RCMP. Upon arrival Members determined no charges were wanted and the one instigator had left in an intoxicated state. Further patrols located this individual thus ensuring their safety.

            • A disagreement resulted in one individual getting angry and taking a firearm and discharging it outside a residence. This individual was arrested and held in custody on several matters. There were no injuries and there are no community safety concerns.

            • We are investigating an incident where an individual who was involved in a relationship with another individual forwarded images without the consent of the other individual. In the modern world with social media, Internet and technology, you have to be very careful as to what you permit to be shared and how it is shared. Our investigation continues.

            • Some people take our warnings seriously and others dismiss them. Recently two individuals were warned by the Police as to our concerns as it relates to the one individual breaching their release conditions. They promised they would never let this happen. Well, as often happens, they lied to us and the one individual was charged for breaching their release conditions only a day after the warning when they were caught trying to sneak out the back door of the residence. Yes we go to both the front and back doors.

            • Members attended a residence and arrested two individuals and lodged them for mischief. One later claimed they required EMS to look at alleged injuries. The individual failed to recall the previous name that was provided to the Police and utilized their real name when talking to EMS. They were subsequently charged with Personation and Obstruction. Don't lie to the Police. The truth will set you free. A lie might keep you in custody.

            • A house party got a little out of control and some windows were broken. Two individuals were arrested. One was lodged while the other was released on unrelated warrants and brought for medical attention. No charges were requested by the property owner.  

            • Members are investigating the theft of a trailer.

            • Fraud files became prevalent at the end of the year. If you have cheques, if your loved ones have cheques or if you have a business that uses cheques please monitor the cheques more carefully. We have an individual that is in custody on many matters that has been using others cheques illegally and to the benefit of the accused. Our investigation continues.

• While in court with an accused in Estevan the Crown and Defence had hashed out a sentence on an accused who would subsequently be released. Unfortunately for the accused the escorting officer checked his phone and realized another Police agency had been trying to contact him while he was in court. A quick call in front of the Crown, Defence and accused determined this agency had further charges of theft over $5000 and breach. The Defence inquired as to whether the accused would be arrested if released by the Courts at which time the Member responded to the affirmative and the previously arranged deal was put aside and the accused remained in custody.

• Another fraud involves a purchase over the internet. Buyer beware. Often we find we can identify the accused, however, when arrested they don't have any of the money they acquired illegally left to return to the victims. Remember it is a legal system and not a "Justice" system and it is hard to get blood out of a stone. Our investigation continues.

• We had a report of a vehicle constantly parking by a fire hydrant and the operator of the vehicle was provided a warning. If there is a fire hydrant please don't park near it. If it is a no parking zone please don't stop to load or unload people being if you are not moving you are parked, even if it is just for a second.

• We had several erratic drivers called in. We were mainly unsuccessful in locating them, however, we appreciate the public support. Members responded to several collisions and fortunately there were no injuries except to wildlife.

• Although we did not find any impaired drivers we did issue one individual a 72-hour suspension and they were driving a company truck.

• Members issued approximately 35 tickets and approximately 60 warnings over this reporting period.

• Tickets were issued for having liquor in a vehicle - $360, fail to stop at stop sign $230, seatbelt - $175, cell phone -$280, stunting - $150, fail to comply with licence endorsement -$150, misuse of plate -$175, cannabis in a vehicle -$360, exceed 60 km/hour when passing an emergency vehicle - $350, $506, $538 and $776 with the most expensive speeding tickets being $324 and $753.

• Warnings were issued for having liquor in a vehicle, minor consume liquor, child under 7 not properly secured, inadequate muffler, obstructed licence plate, fail to stop at stop sign, fail to produce registration, fail to produce licence, fail to wear appropriate eye wear and helmet, inadequate tail light, inadequate brake lights, inadequate licence plate light, stunting and speeding.

• Inspection notices were issued for window tint, mudflaps and fenders, inadequate windshield, inadequate headlights, replace licence plate and inadequate tires.
