Town of Carlyle Council Meeting

Discussion on truck routes and adequate signage in town was discussed as loaded tandems can cause damage to the roads. Increased signage is an option that Council is looking at.

Some residents have inquired about the possibility of increasing the size of cardboard recycling carts used for curb side pick-up. This could potentially be done at no extra charge by the service provider. The Town is looking into this option.

The waste service provider requested that someone from the Town of Carlyle attend a public meeting in Estevan to discuss Carlyle's success with the cart system. The council will be sending a letter of support, as the meeting is slated to occur during one of the Council's regular meeting dates.

Council received a report on the water status on Thursday. The water advisory has been lifted for the Town of Carlyle. Council discussed how they would address these 'emergency' issues in the future to ensure that people are notified as soon as possible. In the case of the water line, the line was not actually hit. But rather, the line was exposed as a result of dirt being pulled away from the line, and the plug popping out. Once the line is exposed under any circumstance, a water advisory is required.

The Town met with the RM on May 1. Excess water and flooding of the golf course were discussed. Suggestions of increasing the size of the culvert was proposed as the water flow is more than the culvert can hold at times.

A report from Â鶹ÊÓƵ East Transportation Planning Committee indicated that the highway from Arcola to Griffin could be recapped this coming year if a contractor is available. From Stoughton to Griffin will be completed for sure, with the remainder of the route dependent upon ability to find a contractor.

Work progresses on the water treatment plant; however the contractor has been unable to provide the Council with a completion date.

A committee has been established to look at some of the water lying around Carlyle. The committee looked at the drainage and water on May 9 and will be reporting back to Council at the next meeting.

Delegation from the RCMP reported that police reports this quarter are slightly lower this year than during the same time last year. This quarter (Jan. to March) has included 225 reports, with last year's status slightly higher with 229. Three of those reports included incidents against town bylaws.

The Town of Carlyle will be holding a public hearing on May 25 at 7 p.m. to discuss the passing of a zoning bylaw. The reason for the proposed amendment is to zone the land, Lot 22, Block 41 (area south and east of the south end of 5th street east) from CS Community Service District to R-1 Residential. The bylaw may be inspected by any interested person at the Town Office. The public hearing will hear any person or group that wants to comment on the proposed bylaw and council will also consider written comments delivered to municipal office before the hearing.
