Town Council readdresses 2013 tax assessment

The town of Carlyle held a regular meeting on Wednesday, Feb. 26, where they discussed a number of important topics surrounding the town.

The town of Carlyle held a regular meeting on Wednesday, Feb. 26, where they discussed a number of important topics surrounding the town.

New town councillor

Martin Tourand has been named the town's new councillor after his nomination was the only one received by the town after Melvin George stepped down.

He has taken over George's positions on standing committees including the Airport Commission, Fire Board, and R.M. 63/Annexation.

Tax assessment readdressed

Two members from the Saskatchewan Assessment Management Agency (SAMA) visited council coming out of Weyburn. Their visit was in regards to the Commercial Assessment Values deduced by SAMA last year, which caused issue amongst many business owners in Carlyle.

Earlier in February council members met with Saskatchewan Urban Municipalities Association (SUMA) and asked if SAMA could revisit Carlyle in order to review the assessment.

The council was shown the specific sales used to base the values of the town on. SAMA had initially used 12 locations for the assessment, but it was reduced to 11 before being presented last year. Upon revisiting this topic SAMA reduced the number of locations used to 10.

When conducting their assessment they look at how much it would cost to build the exact building on its spot currently, depreciation is then factored into the assessment, and they apply a market adjustment factor, which for 2013 was 1.61 percent. After revisiting the assessment SAMA has reduced this factor to 1.57 percent. This will reduce the overall assessment values slightly.

During this visit the two SAMA employees explained that Carlyle stood alone in its analysis because the sales in the town have been so strong at the time of the assessment, which was based on Jan. 1, 2011 information. In seven surrounding town's, SAMA explained that they used 27 sales while applying a specific mill rate to each town. Carlyle stood alone, however, because there was substantial evidence in the form of verified sales that SAMA could look at to discern the appropriate assessment values.

In comparison to Carlyle's market adjustment factor, Redvers' factor is 0.54 percent. Carlyle's is higher because properties in Carlyle are considered to be higher in value because they move on the market more quickly and are thereby more valuable.

The next assessment will be performed in 2017 and will utilize information from the base date of Jan. 1, 2015.

Carlyle Housing Authority

Council members discussed names of people they thought may be interested in joining the Carlyle Housing Authority Board as there are currently two vacancies to fill.

Clean up day in Carlyle

Councillor Jenn Sedor explained Tim Horton's has agreed to support a clean up day in Carlyle this spring. It will be held in June and more information will be available at a date closer to the proposed time.

Clara's Big Ride

Olympic athlete Clara Hughes will be travelling across Canada to raise awareness about mental health and eliminate the stigma concerning mental illness with Clara's Big Ride for Bell Let's Talk.

She will be cycling through Carlyle and stopping at the Rusty Relics Museum on June 11 at 3 p.m. Town Council encourages everyone to come out and support the event.

Community Infrastructure Partnership Program report

There is an agreement called the Memorandum of Understanding that is currently being looked at by White Bear, the R.M. Of Moose Mountain, and the Town of Carlyle. During the most recent Community Infrastructure Partnership Program the town inquired with the R.M. And White Bear to see if they had approved it. Currently only the town of Carlyle has, but if the others agree then it will set up a meeting to create a framework and process for a committee made up of the three looking at different projects they might be able to work on together.
