The Town of Carlyle council members held their bi-monthly meeting on Wednesday, Dec. 4 to discuss a number of matters concerning the town.
Snowmobiler concerns
Just south of Lions Park, on farmland not owned by the town, there is a rather large ravine which has become steeper over the past few years as it is a water run. Many people, once there is enough snow, ride their machines through this area as a way to get in and out of town. Council simply wants to remind people to be careful, not only at this ravine, but in general as riding in fields present dangers such as hitting rocks or a slough which was covered by snow. Being cautious and paying attention to ones surroundings are important when partaking in such recreational activities.
Creation of Development Appeals Board
A Development Appeals Board needs to be created for the town. It cannot be a member of council, so those discussing the matter agreed to bring different names forward of people in the community who may be able to perform the task. The Development Appeals Board will not be called upon often, but needs to be formed in case it is needed in the future.
Green and white
The flower colour scheme for the town was discussed for next summer. It was suggested that they will follow a green and white colour scheme which was passed.
New "C" needed for Civic Centre
A new "C" for the Civic Centre will be looked into as the one supposed to be there is currently missing.
Lagoon project
The lagoon project is finished for the year as the ground is now frozen. Come spring finishing touches to the project will be performed and it will be ready for use.
Paving Turriff Avenue
A meeting was had with property owners along Turriff Avenue regarding paving. The land was apparently sold along that area with "gravel intentions," so there is hesitation from some parties in putting up the money for the paving of the road. The town agreed to deliberate and look at what they would be able to contribute, but a budget has not yet been created and council will need to look at it holistically before presenting anything.
They are to meet with the owners on Dec. 18 to discuss what can be done further. Two ideas which were brought up during the council meeting included bringing the matter to Local Improvement which would bring the owners to vote on the matter or if all the owners agree to paving then the town would require their portion up front before beginning as the town does not want to take on debt because of the project.
SUMA Convention
Council members will attend the SUMA Convention in February with Jenn Sedor and Brian Romaniuk to be voting delegates and Mayor Don Shirley as the SUMAssure Delegate.
Grant application
Information regarding a CN EcoConnexions Grant was given to council. Council member, Sedor, and, town administrator, Huguette Lutz will develop a proposal and submit it for consideration.
Preliminary budget shortly discussed
A preliminary 2014 budget was brought to council by Lutz, but the meeting brought up other expenses for the New Year which had not been anticipated. Due to tax issues last year a number of projects were put on hold, but still need to be finished while new projects continue to arise for the town to deal with. A separate meeting will be held by council to discuss the budget specifically as there are a number of topics to discuss regarding the matter.
Promoting Carlyle
The Curling Club asked the Town of Carlyle if they would be willing to split costs on a water bottle to be given in a gift bag for Juvenile Curling Provincials. Provincials will be held in March and when holding something of this magnitude it is expected for gift bags to be found for those attending. The water bottle would have both the Curling Club's logo and the Town of Carlyle's logo, which is a nice keep sake from such a tournament. The town feels this would be fitting as Carlyle now has some of the best water in the area and feels they should support the Curling Club in hosting provincials, however, though the costs wouldn't be excessive council members agreed that they needed to hold their budget meeting before making a decision.
