Interest shown by companies in Carlyle town lots

Repairs to medical clinic

Recently found to be in disrepair is the medical clinic. The west side of the clinic facing the alley is in need of paving and painting. Councillors decided it is an expense to be included in next year's budget.

Interest in town lots

There has been interest shown by a company to either purchase or lease a commercial lot from the town with first choice on two other lots adjoining it. The company wants information on tax incentives and service availability before making a decision.

Two applications to purchase the same property from the town were received. Council deliberated, but found the applications did not provide enough information and will look into clarifying information in each before making a decision.

Resident looks to build eight foot fence

Alain Garceau spoke with the delegation about establishing an eight foot fence between his house and the railroad tracks, with a regulation fence along the sides. It would provide help with noise, dust, snow drifts, and privacy. He would also like to put up two sheds along his property line. Councillors listened and later discussed the implications of allowing an eight foot fence when regulations state no fence should be higher than 6 feet. Overall town council decided that in this instance eight feet would be acceptable as it is not interfering with anyone else's property and will benefit the homeowner. Each instance of allowance must be determined individually as the by-law still states fences are to be six feet tall at most.

Paving Turriff Avenue

The paving of Turriff Avenue was discussed. Currently the town is awaiting cost estimates. Once these price quotes are obtained the town would like to meet with businesses along the avenue to discuss options. The thought is that the road shouldn't have to be rebuilt, but simply shaped and paved.

Drainage system

With the many rains lately the drainage system has been overworked. An overflow ditch near the final 24 inch pipe, which carries drainage from the town was talked about. It would help take away overflow and prevent backup during downpours.

Town also explained it would be important to clear all drainage channels each year, as keeping the grass short and the channels clear will help prevent pools of stagnant water after a rain.

Daycare discussions

Renovations to a house are being done and the homeowner sent a letter to the town asking if they would be interested in renting it for a daycare as the renovations could accommodate the daycare regulations. The homeowner asked for an immediate decision, however, and in this instance the town was hesitant to make a rash decision as they have had been making plans around a different option. They decided to thank the homeowner for thinking of them, but decided not to go in that direction.

VerEco house plans

VerEco homes provided sketches of possible solar ready homes that the town could show to interested homeowners looking to purchase a lot once Phase III of the new subdivisions goes through.

Green and Clean finished

Green and Clean has come and gone. There are still fences falling down and yards in need of weeding, which haven't been mowed all summer. Yards are to be re-inspected and a letter sent out to those who have ignored previous requests.

Transit Van looking for new driver

Driver of the Transit Van, Val Gallinger, has resigned from her position, so the town will be looking for a new driver. If a driver is found by Sept. 30, the town intends to offer free rides on Monday, Wednesday, and Friday in honour of Senior's Week from Sept. 30 to Oct. 6.

Water consumption was down for the month of July.

Town to meet with Sun Country

Sun Country has shown interest in meeting with the towns of Carlyle, Redvers, and Arcola to discuss the state of service in the area. Also to attend will be the Moose Mountain Health Care Recruitment Committee. The town will send representatives to hear what is to be presented.

Town discusses possible tax scenarios for next year

Finally the town discussed possible tax scenarios for next year, including the creation of a base tax. This tax, however, could be problematic as many people hold more than one land title and it would increase the amount they're paying. More scenarios were asked for to make a comprehensive decision, which would be most beneficial to everyone in the town, which Town Administrator Huguette Lutz said she would have for the next meeting.
