Carlyle Town Council met on Wednesday, Oct. 15 to address numerous topics and concerns within the community.
Transportation
The Town of Carlyle has completed its share of repairs at the rail crossing on 4th St. East, near Gordon F. Kells High School. A traffic count, commissioned by the town recorded an average daily traffic count of 659 vehicles per day, with an average of 775 vehicles crossing on an average weekday, with a peak of 853 vehicles crossing during a one-day period. This report will be sent by the Town of Carlyle to both Transport Canada and CN Rail.
Council acknowledged that an airport trainer from Yorkton will be instructing at Carlyle's Ted Brady Airport.
Council agreed that rubber sidewalk will be installed at Carlyle's Centennial Park.
Zoning and Waste
Two private lots at Souris Ave. And 8th St. have been re-zoned as residential lots, after having been designated as community services lots. Council approved this via a third reading.
Council declined an offer by Red Coat Waste to purchase the transfer site at the landfill for $1,000, as it was agreed that the building has been abandoned for a lengthy period of time and as a result, cannot be used.
Dickens Festival
Council agreed to allow the Dickens Festival to use the Main St. Walkway between the Capstone Restaurant and the Civic Centre for their vendors. Council also agreed to attempt to use lights for the town tree and the windows of the Civic Centre that the Dickens Committee has requested. However, the town is unable to supply staff and/or equipment for decorating, as town staff and equipment must be available in the event of snowfall.
Medical
Dr. Ali Al-Khafaji has arrived in Carlyle and is now seeing patients at the Carlyle Primary Health Clinic.
During 2014, twelve call-outs were made to STARS Air Ambulance, five from Carlyle and seven from Arcola. STARS has requested a contribution of $2 per capita. Council agreed to discuss the amount of Carlyle's contribution when drawing up the 2015 budget.
Donations
Council agreed to donate $300 to the Rusty Relics Museum in recognition of the catering they supplied at the farewell event for former mayor, Don Shirley.
Upcoming meetings and events
Carlyle Town Administrator, Hugette Lutz and Aldermen Martin Tourand and Wayne Hoffman will attend the SUMA meeting, Feb. 1-4 in Saskatoon.
Council has agreed to send a representative to the Sun Country Regional Health Authority Community Leadership Network Meeting.
Alderman Martin Tourand will lay a wreath on behalf of the Town of Carlyle on Remembrance Day.
Mayor Wayne Orsted requested that councillors consider the priorities of their committees in preparation for council's next strategic planning meeting.
The Town of Carlyle 2015 meeting schedule was approved by Council.
