The town council meeting on Aug. 1 was a short one, as the members did not have a large number of issues to discuss.
The mayor did not have a report to open with this week, as he said it hadn't been a very busy two weeks.
The discussions of the July 18 meeting brought forward a lot of interesting discussion, starting with the talks of a day care in town. Huguette Lutz announced that she had contacted the school division, who told her to contact the provincial school sector, which then informed her that they had no money for a building but would provide partial funding for the day care needs once it was set up. The council is now reaching out to interested parties to bring forth a space. They will also bring the matter up in their meeting with Sun Country.
The new safety additions to the highway were discussed. The solution to the turning problems was talked about and the addition of bright yellow lane indications will be added. Not only will lanes be clearer but the talk of expanding and adding a designated turning lane was bantered.
Huguette Lutz also declared that the council is ahead of last year financially, but that expenses are higher.
New business was also brought to the table, beginning with the talk of water usage. The town is apparently using 22,000 cubic meters more water this year, but after much discussion the realization of how much the population has risen and the new hotels popping up became the clear culprit and it was decided this wasn't bad at all. It was also decided that perhaps the purchase of large water jugs and bottle water had gone down. The new water treatment program is considered a success.
It was asked that the mineral count in the water be researched for the next council meeting.
To much of everyone's surprise it was announced the average age of the Carlyle population was very low, sitting at 35 years of age.
The Medical Clinic had asked for a quote of having their hallway, two rooms and 24 doors painted. This had not previously been budgeted. The council has decided to sit on the matter until their Sun Country meeting.
The Medical Clinic's cleaning contract was discussed. Richard Gallagher has decided he no longer wants to do it, and it is believed he won't be staying in town. They will be in need of a replacement, but have decided to stay with the same group of people, as they have always done a good job.
The Aviva community fund was discussed. Suggestions for places in need of extra money were the swimming pool, and perhaps adding trees to the park project which has now almost been completed with flower beds.
The town discussed charging people for sewer camera usage. They have been receiving requests from individuals who to use the cameras on their private properties. It was decided that the town will pay for problematic areas, to discover issues that could affect the town at a larger scale. What the town will not pay for are new potential buyers looking to find out what kind of sewer lines their potential properties have. The labour for this is $30/hour plus a camera fee, but a flat rate of $100 was discussed.
An ad has been completed for a Schulte Snow Blower, as the council has decided it is taking up space. The item has a lot of town history with it and will be available for sale.
The United Paving crew will be back in town this fall and the paving of Carlyle Avenue was discussed. The member thought that perhaps paving the road would resolve the water issues. It was decided that at least part of it should be done. The cracks on Main Street were also discussed but no definite decision was agreed upon thus far. The council will look into the matter.
The clinic also asked if the town wanted an old light pack that they apparently have rights to as they own it. It was agreed that there was no use for it and that Sun Country could decide what to do with it, adding that perhaps giving it to a group like doctors without borders would be a good idea if the batteries were still easily accessible.
It was asked that a fundraising event on Aug.11 be approved at Lions Park. The event will coincide with the Sink or Swim golf tourney. Everyone agreed that this would be fine.
Darren Grimes and Wayne Orsted proposed that Carlyle recognize a waste reduction week Oct. 15-21, 2012. It was agreed that this was a great idea and that perhaps the town should collect paint, electronics and other materials in need of recycling. They are looking in to finding someone who would take all of these things as well as batteries.
Muscular Dystropy awareness month was also approved for Carlyle, they will go forward with planning.
