ABBOTSFORD, B.C. - Accused killer Erling [Earl] Edward Waskewitch has been denied full parole.
Waskewitch, now 56, has been serving a life sentence since February 2001 with no chance of parole for 16 years for the murder of 15-year-old Priscilla Rose Horse on Onion Lake Cree Nation in 1997.
Waskewitch’s case management team recommended full parole be denied and encouraged him to work towards a transfer to minimum security prison, address his sexual attraction to minors, and develop a more transparent and accountable approach to working with his CMTs, said the Parole Board of Canada in its July 19 decision.
“They are of the opinion that your risk is unmanageable on conditional release at this time,” said the parole board.
The parole board said they received information that Waskewitch made unwanted sexual advances towards a transgender inmate in 2020 and 2021.
“She says you groped her on at least three occasions,” wrote the parole board. “You deny sexually assaulting this person saying that you and the inmate are friends and were joking around. This information resulted in a transfer to another institution. Police were contacted but no charges have been laid against you in relation to these concerns.”
Waskewitch has been in a medium-security prison since his day parole was revoked last year after he tried developing a relationship with a 14-year-old girl and didn’t seek support when he started experiencing sexual attraction towards her, according to the parole board. Since his parole was revoked he hasn’t participated in any additional programs or counseling.
The board said they are particularly concerned that he took active measures to hide his relationships with women/girls from his parole officer.
Waskewitch admitted to killing Horse but denied sexually assaulting her. At his sentencing, the judge noted the extreme brutality in the offence but recognized his guilty plea and acknowledgement his crime.
According to court records, in November 1997 Waskewitch confessed to the Battlefords RCMP that he murdered Priscilla Horse.
On Sept. 12, 1997, Priscilla Horse went to Waskewitch’s home on Onion Lake Cree Nation to get cigarettes, according to the parole board’s report. After speaking with her, Waskewitch was seen leaving the residence with her but returned alone about two-and-a-half hours later.
